Black Cab – Transport with leading
for the disabled persons
The problem
To travel, to move by themselves, living
pleasantly in the city without the anxiety
of having itself to face with the architectural
feature that denies accesses to the handicapped.
This seems to be the argument more discussed
at the beginning of the third Millennium.
There are many Associations and the Cooperatives
to Social character, that they carry out
a great job of loving human support to persons
who having some type of disability, have
need of aid , above all for being transport
in the city for visits near the Sanitary
Companies , for reason of school or other
urgencies.
But the problem substantially is: To
give the equal opportunity of mobility
to ours citizens in the daily life, to make
simple things like going in vacation to
Airport, to the Railway Station with the
family or the friends, to make shopping,
to go to the Cinema, in conclusion having
a normal life in the city.
The situation at the moment is critical
with an insufficient availability of the
service for the passengers who move by themselves
in all Italy and the foreinger persons whom
come in our cities, except some exception
is under statistics. The publics services
disabled persons, are involved above all
the Social Onlus and Cooperatives, that
being to territorial covered distances by
the voluntary service unable to satisfy
the request.
An example is the request that comes from
the “Travels of the Hope” from
the Lombardy Region, above all in the city
of Milan, National Sanitary Pole where they
give its multiple structures pass 280,000
ins-patient annually, with an equally high
number of companions 212,000 that is 500,000
persons who demand goods and services with
figures that are gone around to 100 million
Euro.
For these persons, various skilful permanently
or momentarily the transport services are
a mirage, to be fortune in order to find
the means free when arrive to destination.
The initiatives in order to favour the solution
to this problem are many from part of Regions,
Common , Local Province and other Agencies
since when the European Commission with
its Norms request that the Service of Public
Light Transport of Passengers with Taxi
and Leading Car Rental With use accessible
motors vehicle to all also to persons forced
in wheelchair; only solution in order to
give a worse and efficient service.
The resolution of the problem would involve
also the improvement of the Tourism, the
Commerce and the participation to Fair Events,
Promotion and Culture in our Italian cities.
Considering that the various skilful citizens
in Europe are approximately 35 millions,
with potentially absolutely not to underestimate
and common daily needs to all. Which require
the right to have an adequate answer of
equal opportunity and social dignity.
Unfortunately the adhesion of the plans
currently existing has been truly paned
to be insufficient, so it is unable to make
even that can be numbered on one hand, someone
have tried to develop some plan but whit
disappoints results, as well as that in
the greater cities of Italy like Milan ,
Rome , Turin, Bologna, Florence etc.. they
are available in total 5 o 4 that means
one for city, links however to reservation
systems that to be consider ,have fortune
in order to find the service when it is
necessary.
The root of the problem is still unable
to align itself with the rest of Europe,
because in order to bring the attention
of these development of the service and
the business profit.
Unfortunately what it offers the Italian
Market, as far as technological solution
for the access and the transport of all
the passengers is not suitable to the requirements
of the service of to the expectations of
the customer, because the “articles
are nor Polyvalent” .
